Library Director for 3 County System in Western North Carolina:

 

The Fontana Regional Library System (FRL) is currently seeking highly qualified applicants for the position of Library Director. The FRL serves Macon, Jackson, and Swain Counties in Western North Carolina serving a total population of approximately 97,281 residents across the three counties. The FRL serves a total of six libraries with an annual budget of just over $4.25 million.

 

Reporting directly to the Board of Trustees, the Library Director is responsible for overseeing all aspects of Library operations to efficiently and effectively serve the public. We are seeking a candidate with strong communication skills, supervisory experience, budget preparation, and administrative abilities, including applying for state and other grants. The Library Director supervises support staff including a Financial Officer, IT and County Librarians.

 

Library Director must have a North Carolina public librarian certificate or be eligible to obtain certification. Eligibility requires a graduate degree in Library and Information Science from an ALA accredited program or from a regionally accredited program of higher education in North Carolina.

 

It is possible that Jackson County, with two libraries, may leave the FRL on June 30, 2026. The FRL Director would continue to serve Swain and Macon counties, under the same terms of employment.

 

The Blue Ridge Mountains of Western North Carolina are known for stunning views, waterfalls, hiking, kayaking, great biodiversity in old growth forests, and friendly small towns. Western Carolina University and Southwestern Community College offer educational opportunities and a stimulating college environment.

 

Salary range $65,000 - $90,000, with generous benefits.

The Fontana Regional Library (FRL) is a public library system serving Jackson, Macon, and Swain Counties, located in the beautiful mountains of Western North Carolina.   

GENERAL DESCRIPTION: Fontana Regional Library is seeking a full-time Finance Specialist.  An employee in this position performs accounting duties, processing invoices, deposits, and payroll, monitoring and reconciling accounts, and related work as apparent or assigned.  This employee acts as the document retention specialist for the library system.  Work is accomplished in accordance with Fontana Regional Library policies, guidelines, and procedures.  Work is performed under the supervision of the Finance Officer.

RESPONSIBILITIES:  The functions listed below are those that represent the majority of the time spent working this position.  Management may assign additional functions related to the type of work of the position as necessary.

  • Create and track purchase orders.
  • Prepare and process invoices and bills, and write checks.
  • Payroll duties include enrollment of new employees, maintenance of employee records, processing of direct deposit, payroll taxes, and other electronic transfers. 
  • Records management includes organizing and storing financial and personnel data in accordance with library policies and regulations, and federal and state laws.
  • Assists with the annual audit. 
  • Maintaining confidentiality and privacy of protected records is expected for this position.
  • The successful candidate should have a commitment to quality customer service with excellent communication skills. 

QUALIFICATIONS: required for the Finance Specialist include an Associate’s Degree in Business or Accounting, or equivalent experience. Preference will be given to those with three years of experience in bookkeeping or financial record keeping.  The successful candidate should have a commitment to quality customer service with excellent communication skills. 

SALARY RANGE: The Finance Specialist is a full-time position of 40 hours per week. Starting salary is $20.00 per hour accompanied by a generous benefits package.

The Fontana Regional Library is a public library system serving Jackson, Macon, and Swain Counties.  A staff of 71 provide educational, informational recreational services at six member libraries in the three county region.  Fontana is located the beautiful mountains of Western North Carolina and is home to numerous outdoor activities including whitewater sports, mountain biking, and hiking.  The area has a wide variety of cultural, arts, and historical attractions and events. This location is an hour from Asheville and is home to Southwestern Community College and Western Carolina University. 

GENERAL DESCRIPTION: Fontana is seeking a full-time qualified professional to serve as part of the Library’s management team. The purpose of this job is to manage the accounting, financial reporting, and financial data analysis for Fontana Regional Library.  This position works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to the Director of Fontana Regional Library and Board of Trustees of Fontana Regional Library.

RESPONSIBILITIES: The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Manages the accounting, financial reporting, and data analyses for the Library’s finances.
  • Plans, organizes, and manages all aspects of the Library’s financial operations.
  • Executes financial analyses, financial reporting, and the annual financial and compliance audits.
  • Monitors, reviews, updates and develops accounting processes and procedures using best practices ensuring sound internal controls.
  • Provide guidance and training to accounting and library staff as required.
  • Works closely with external auditors in preparation and completion of the annual financial audit and compliance audit.
  • Performs monthly operating account reconciliation.
  • Develops and manages regional library budget. 
  • Attends Regional Library Board of Trustees meetings, reports on financial operations, recommends policies and budget amendments, and serves as fiscal officer to the Board.
  • Supervises, directs, and evaluates any assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules of any assigned staff; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Performs related work as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:  Requires a Bachelor’s Degree in Finance, Accounting or Business Administration or related field with two (2) years of experience in accounting; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

PREFERRED QUALIFICATIONS:  Experience in governmental accounting, Certified Public Accountant (CPA), Certified Government Financial Manager (CFGM), or Certified Public Finance Officer (CPFO).

SALARY RANGE is $50,000-$55,000 plus a generous benefits package.  Benefits include medical, dental, and vision insurance, paid vacation and sick leave, paid holidays, local government retirement plan, 401(k) program, and employee assistance program.
